NASA Launches First Rocket Since 1981... For What?

Yesterday NASA launched it's first full size rocket since 1981, as part of it's plans to reach the Moon over the coming decade. Is the Ares I-X George W Bush's left-over's, a complete fraud or are they just testing the rocket's boosters for use in future Earth-based ballistic missiles?
